He's moving the pad as he's shooting the puck with strength, not bearing down and driving the pad without a shooting motion which is why they created the rule. The reason the rule exists is for situations slightly different than this.

The puck is caught under his pad. If the puck isn't truly under the goalie's control at all, as is being implied, then the pad shouldn't have to be pushed into the net for the puck to go in.

My only issue with the call is they don't always call it that way. As a hockey fan, it should never be a goal.

Ugly/lucky goal BUT that goal never happens under Julien because it involved Carlo jumping in randomly instead of backing up and waiting for a forward.
