I don't know the answer because I watch plenty of games where refs look the other way. There is no consistency from game to game and playoff hockey is also called differently.Why do you think the league "instructs" the refs to call things like this ?

They should be close to knocking at the door next year. If you’re in Year 3 of a rebuild and your players haven’t taken a big enough step to improve the team, then I don’t think you can really rely on them for Year 4 either.I'd be surprised to see the Habs accept a 4th year without playoffs.
