That's not surprising at all. The Rangers can't get a touch of the puck with Hajek on the ice.

Then why would it be looked as a negative for Panarin?

I don't think his giveaways are inherently a problem as much as he's not actually doing anything 5v5 (most of the time) for all the risks he's taking.
