I was at the Caps game last night. There were a lot of empty seats at the Verizon Center, too.

EDIT: Interesting - just looked this up and it was supposedly a sellout crowd. Definitely had more than 11,000, but it was also definitely not 18,000...

Not everyone uses their tickets. I had tickets to the Jackets game but couldnt go due to work. The Jackets still get that money though
