Could Benn have done more to avoid that kind of contact? Likely. Did Carlo put himself in a really bad spot? Yes.

It's not as egregious as a 5 minute major and game misconduct entails. Between the two choices, I think the minor is correct.

Lohrei’s “penalty” that resulted in a penalty shot is the same level penalty as what Benn just did.
