They are always committing penalties.

I know, but that is how almost ever veteran team plays. They all learn what the line is and how to appropriately play the give and take game with officials. Young teams like nyr always need to learn the same skill of adjusting to the moving line of officials bc no matter what it will never be consistent across the board. You need to take whatever you can from them and adjust when it tightens up.
