There's no way to make hockey exciting and engaging when all of the players are holding back and trying not to get injured for their NHL season. There's no way create an 'exciting' all-star game or tournament under these conditions.
I'd find it more entertaining and engaging if the NHL brought the 'all-stars' together and had them compete in non-hockey events that wouldn't risk injuring the players. Lots of hockey players enjoy table tennis (ping pong) - I've love to see NHL players go head to head in a televised tournament. There could be a bunch of activities/events that NHL players could compete against one another for bragging rights and for charity. I'd much rather see something like this than all the gimmicky hockey events that always fall flat and never generate much interest among fans.
