It delays his hopes by one year. Seems like common sense that doesn't need to be hashed out. He does not appear to be less of a prospect because of it, just a year older. What point are you trying to make? How does it make his hopes worse? Did he stop developing?
Yes, injuries are a setback. Missed development time is a setback. Setbacks prevent you from reaching your potential in a limited time frame. Seems like common sense that doesn't need to be hashed out but evidently not to your regular garden-variety hockey fan on the internet. You are basically saying a bust is never a bust, just a "delayed prospect". How does it make any sense in your mind?

The post you quoted was written 9 months ago when he was still showing at least some signs of life. He is currently in the midst of the worst professional season of his career, now struggling to be an impact player even at the 2nd tier of Russian hockey. I think that's a pretty good proof he has "stopped developing" at the rate anywhere near the potential NHL player.

13 games is a really small sample size, man. Need to actually watch him to make a claims like these "worst professional season of his career"
Maybe it is, I just never seen his games this season.

Do we need to watch him? There is no scenario where he is still in the VHL, not scoring and not playing regularly but is having a good season otherwise. I mean, truly, who are we kidding?

This is his statistically worst season and by a good margin, there is nothing controversial or unfair about the claim. Furthermore, the sample size also speaks volumes and is part of it as he was unable to play games (most likely got injured again). As a consequence, he didn't break into the KHL as we all expected so how long can a prospect play at the ECHL level, if that, and still have hopes to become an NHL player? He is about to turn 23.

Where do we draw the line then? Do we need to watch 22-year-olds in Mestis to claim they don't have it takes to play in the NHL?

At this point, I wish him to become a KHL regular someday.
