Can someone who is Slovak understand Czech language or read Czech?

They aren't exactly the same but the answer to that is 100% yes.If American goes to England that's probably very similar situation. Might sound a bit different, some saying might be different but you will understand and get by no problem.

Very similar... not too many difficulties for a pure Czech and a pure Slovak to understand one another. Picture one person speaking Canadian English and another speaking Scottish English. All the words are there but it sounds a bit different.
