What Veltman did seemed more egregious to me than what Rice did. Veltman knew exactly what he was doing.

Veltman started to kick before Rice even moved his leg to kick the ball.

Sure, but Joao Pedro booted the ball away after a whistle in the first half and nothing was given. So I guess it wasn’t really emphasized that much.
