Looks like it's Johan Holmqvist. It must be from a pre-season game, as Holmqvist played only two games in 00-01 with the Rangers - vs. Pittsburgh and at Ottawa.

I always think of him as wearing Sherwood gear, but you are right, he wore Vaughn in New York.
