I think he was for sure last year.
After the Rangers traded for #7 Bobby Mac pretty much had their top 5 listed.

I can't see Wahlstrom slipping past Chicago.I'm really hyped that Kotkaniemi and Dobson are Rising this hard because of recency bias (and position), starting to look like we're actually going to have Boqvist and maybe one of Bouchard/Hughes/Wahlstrom to pick from at 9.
If they trade back from #3 they may not get him. I don't think he gets past Arizona at #5.Mckenzie discussed it yesterday on the bob cast.
We've known that MTL is high on Kotkaniemi for a while now though. Whether or not they try and trade back or just get their guy at #3 is the question.

As for the Rangers, I'm a little nervous. The right thing to do is to hold on to as many picks as they can because how often are they in this position? Don't mind using the 3rd to move up but I pray they keep the 2nds and 1sts.
I think ownership is having a say, TBH. Not sources or proof. Just my gut. Can't have the Garden empty from both teams.
Interesting bit from the 31 thoughts podcast that I hadn't realized, and that's the fact that Rasmus Sandin is on loan to SSM. He could jump right into the AHL next year.

I wonder if Spooner might not go for a pick in next year's draft. In general, across sports, picks in future drafts are valued at about a round less than their nominal position. So, where Spooner might only fetch a 2nd in this year's draft, you might be able to finagle next year's 1st out of Edmonton instead.I think a lot of what is being speculated here will be contingent on whether or not there is a Zuccarello (or Spooner) trade prior to the draft. Veteran players are typically not moved during the draft. Those moves tend to happen a day or two prior. If the Rangers move MZA for a deal that includes 2018 draft assets, then there's no question that 2-3 trade ups could happen. Conversely, no trade, then I'm expecting 1-2 trade ups at most. As a few posters have pointed out, the Rangers need quality and quantity. Few from this draft will turn pro this year and others will spend 1-3 years marinating in college, Europe and parts unknown. As some have noted, trades usually happen when the pick is on the clock. Trying to construct multiple moves using the same starting assets isn't going to work.
And remember, Chiarelli drafted Spooner. He's not bringing back a first but maybe a second or two thirds? (further currency)

9. New York Rangers: GM Jeff Gorton is getting a lot of calls right now because of the Rangers’ mix of premium draft picks, cap space and available players. They’re still very much in best-player-available mode during their rebuild, and there’s internal optimism that a surprise player or draft riser could get taken in front of them that might push a player from the consensus top eight into this spot. It would be surprising if New York moved out of this spot.
10. Edmonton Oilers: The Oilers have been mentioned as a trade-up candidate, especially if a player they really like slips. The problem is that they don’t have a ton of ammunition to make that move. They only have their own picks in the second and third rounds, and they traded their fourth-round pick in the Al Montoya deal.
The Oilers haven’t ruled out trading this pick for immediate help, but it’s not an easy trade to make. It would have to be a significant addition and, with their cap situation, they’d have to move salary out in the deal to make it happen. That raises the degree of difficulty significantly.
26 and 28. New York Rangers: The Rangers have players in this range they really like, so they may be completely content letting Gordie Clark collect talent at this point. The Rangers are prepared to make their picks but also are preparing for anything.
