The only time I've ever seen it not called is if the player has both hands on his stick and clearly isn't trying to play the puck, like it just hits him as he's skating or something.
This had complete intent, the player took his hand off his stick with the purpose of playing the puck and it hit his hand and went to his teammate. It's literally called a hand pass 99% of the time, so much so that two other plays that were almost identical later in the same game were whistled down for hand passes. His own teammate almost didn't play the puck bc he thought it was a hand pass.
The fact this was reviewed and upheld is a complete farce.
The call was egregiously bad, but I just can't excuse their play based on that. The Rangers leave the game in the refs hands waaaay too much. Same idea with policing their own crease. The refs arent going to fight the teams battles. Maybe crosscheck a guy if he bumps Igor for once. Not skating away like Jacob Picasso routinely does.
