I think he's fair game
Does he go back into the draft? He's only 20.
He's an '03. Its right there in the article that was tweeted. If he is not traded and the Rangers don't sign him before June 1 OR he is traded and not signed by June 1, he re-enters the draft.

With the Rangers notifying teams early of their intentions, they’re hoping that there will be interest from a few teams that will enable them to pick up a late-round pick to flip his rights. It wouldn’t be the best return on a high third-round selection but at this point, anything they can get is better than losing Grubbe’s rights for nothing. If no one picks up and signs Grubbe, he will re-enter the draft in June.

Players from North America must go through two drafts IF they are 20 or under by December 31 in the year of the draft.

Did losing Scott Fitzgerald hurt us this year? Hard to say
San Jose signed Valtteri Pulli and maneuvered to grab Henry Thrun but that's it
There were some in the US media that thought this years College Free Agent class was on the weaker side ,there were others that thought it was pretty deep, I'm not in the media but I really liked this years group
The only player I know Boston went hard after was Polin
Maybe they've got things in motion elsewhere?
