Using goalie tarps is still frowned upon in the AHL, so Colorado needed a body. Although this could be a made up name and we just got duped.

Sometimes you just do a prospect a solid and move him elsewhere if you don't have plans for him. Sens have Mads Sogaard and Leevi Merilainen lined up for the AHL, so Mandolese (and his agent) probably appreciate a fresh start elsewhere where he can play in the AHL instead of the ECHL. Maybe Ottawa can sign somebody else to replace Mandolese as well?
