That’s not a rebuild. Rebuilding teams don’t have a top 3 defence group like the Canucks will within 2 years.

Fill the rest of the roster with the assets we get via trades and the boatload of capspace.
First and foremost, you are relying on two rookies with minimal to zero NHL experience to suddenly be top line threats. That just isn't going to happen barring an absurd amount of luck.
Second, having a lot of cap space doesn't mean anything unless there are players willing to sign here that are good enough to warrant big paydays. The only two actual game breakers on the FA market are Marner and Rantanen, both of whom are likely demanding 13-14M.
Even with one of them, that roster is... lacking imo. Regardless, shipping out almost every UFA you've signed within the last two years is a great way to ensure many of them won't want to sign with you anymore.
Finally, some of the players you want to move won't be so easily replaced. 5.5M for DeBrusk is bordering on an underpayment with how much the cap's rising.
And all of this assumes you'll even get good assets back for the players listed.
DeBrusk - 2nd + medium level prospect
Garland - 2nd (if that, seeing as we couldn't give him away a year ago)
Sherwood - 2nd (maybe)
Boeser - 1st and good but not great prospect
Soucy - 3rd if you're lucky
Outside Boeser, none of that is letting you fill a roster that lacks any top six scoring threat and two inconsistent centers as of right now. If I'm Hughes, there's no chance I'd even consider re-signing if management did this. Not when I'd have the pick of the NHL to sign with in a year's time.
