It definitely makes sense that a Canadian team would claim him. Most waiver pickups atm are within the division due to how much teams saw each other last year.
Brooks gave us a bit of decent production last year, but it's worth noting that both his individual shooting (40%) and team on ice shooting (14%, league average is 8%) were absurdly high last season, and he got outshot overall when he was on the ice even with him being glued to Spezza who was great. The reality is that his production was far more random luck than creating any ability to create offense and the Leafs likely felt Amadio was more of a sure bet based on his larger/better track record in both the NHL and AHL plus more solid analytics throughout his career.
Personally i'd probably still prefer Brooks to see if you can maybe get some upside out of him, but Amadio was great in preseason (he had the best CF% of any Leafs player) and maybe the Leafs feel like he's a fit for the system and they can draw more out of him that way than bad teams like LA and Ottawa could
