Unless I'm reading the rule wrong, it feels like an egregious miss. And the rule basically says "a defensive player can't push another defensive player into the offensive line," so it doesn't leave a whole lot of room for interpretation.
Yeah, me and my neighbor were watching, and we both commented the same thing on the replay... that it was a blatant penalty, and no idea how the refs missed it.

This episode of the CHGO Bears Podcast brought up the point that the Bears had another punter (UDFA) in camp who's so far putting up basically identical numbers (for another team of course) as Poles' 4th-round find, and that the best punter in the League this year was a 7th-round pick.
