So...is it development or scouting ? Any updated graph on drafted kids and now playing in the NHL as to which teams are winner and or losers and the positioning in the drafts ? I doubt any club has a great record or one that much better than another . Anyone ?
Imo it's many factors, scouting, development, the actual player and person.
Plus you can't project the actual development, you have to scout certain things (like work-ethic, drive, determination, call it what you will) and have a proper staff to develop the players.
It's a mixed bag but there are determined factors, I'm certain of that. Approximating those determined factor is what the scouting department should also do.
So imo, in the Bruins' case of 2015, it is scouting and what they scout(ed) for. The Bruins always seem to look for that grit and draft tough kids accordingly.
Maybe in 2015 there were looking for a right handed sniper and thus drafted Senyshyn. Maybe they wanted the thicker DeBrusk over Connor?
Mistakes, as it is paramount to figure out and draft BPA regardless of need.
By now we should look at draft records periodically, attached to a scouting team or any person organizing the scouting in the org.
For example Stevie Y's track record, looks stupid good and it's because he knows and sees things others don't.
