Yeah. I've always thought the penalty shot penalty, being considered worse than a normal penalty, should be a power play if the penalty shot fails.

Absolutely. A penalty shot is a "one shot deal". Great if you score, but if you "don't" it doesn't fair well for giving your team any kind of momentum, where as a PP quite possibly could. Also, if you "don't score on that shot", it could well serve as quite the momentum for the opposition.....quickly at that.
Actually, have ALWAYS been all for a penalty shot AND a smaller amount of PP time (say a minute or a minute and a half) if that shot is unsuccessful. They should get BOTH.
