I've heard 2 proposals: 1) The salary cap applies right through the PO. That would prevent teams expanding their rosters and dealing with injuries during the PO. 2) Require that the 20 roster played in any PO game be within the cap. This actually gives a team a little more cap space than in the regular season because it applied to the 22-23 man roster. It allows teams to keep an expanded roster available. It prevents the most egregious instances of cheating, I mean cap manipulation.
They need to keep the cap in place through the end of the playoffs. One way they’ll view it negatively is it might slow down some of the deadline dealing.

What they might reform in LTIR so that it doesn’t provide a cap advantage in any sense. Make a different list for guys like Little who are never coming back. Maybe if you have a guy who’s out for two months the only relief you get is similar to putting a player through waivers, enough to sign a player or add one from your AHL team.

They also need to fix the call-up limit. Should be able to use any of the up to 50 players you have signed if you can get them on your 23 man roster whenever you want to.

Ottawa rock bottom in attendance at around 7800 per game. Even Buffalo which has suffered from the lack of their cross border attendees this season is doing better. The Sens might as well move into a 5000 seat arena for all the difference it would make. With Melnyk gone, you have to wonder if the new ownership structure will be as committed to a failing Ottawa market. Especially with that shiny new arena beckoning just a few hours east down the TCH.

You can't read too much into Sens attendance this year. They played a few games in an empty building. Buffalo never had to do that.

Maybe new ownership gets that new arena in Lebreton flats. Or maybe Kanata attendance picks up under new ownership.

Ottawa played 4 games with no attendance, and 6 games with 500 people in attendance. So 10 games with 3,000 people total.

Their last home game was 17,000+

For comparison, the Jets only had 2 games with 250 in attendance, and 2 games at 50% attendance.

Further to Ottawa...

Bettman told reporters he'd be discussing next steps with Melnyk's daughters, Anna and Olivia, as well as the executor of Melnyk's estate. Bettman said an ownership structure has been in place and anticipated the franchise to continue operating as it has.

As per the LTIR:

Bettman said LTIR was discussed with the GMs, but "nobody in that room believes it's been abused." The concern stems from teams over the years appearing to have abused LTIR in order to save cap space during the season and have those same players appear during the playoffs (e.g., Tampa Bay Lightning and Nikita Kucherov last season), as well as the recent doubts about the intentions around LTIR of the Vegas Golden Knights. Bettman said the system has worked well for 17 years and, after discussing it with the NHL Players' Association, "it's not a front-burner issue that's going to be addressed anytime soon."

"Nobody in that room believes it's been abused" .... Then everyone in that room is an idiot and the Jets should start cheating like the others.

You're right. It's probably the Jets that should move to Quebec.

Who does Bettman think he's fooling. This wouldn't of even been a topic if people believed it wasn't being abused.

As @WolfHouse mentioned its PR, or rather soft-pedalled bullshitting. NHL-approved industry standard MIL spec bullshit, resists coming off at high temp or with water.

If Winnipeg did this and won the Cup the NHL would definitely do something about it but it's a U.S based team so he see's no problem.

RIP Eugene that is way too young. Very sad for his family. From a hockey perspective he will be most remembered in Ottawa for saving the Sens. Not a bad sporting legacy.
