Bettman said LTIR was discussed with the GMs, but "nobody in that room believes it's been abused." The concern stems from teams over the years appearing to have abused LTIR in order to save cap space during the season and have those same players appear during the playoffs (e.g., Tampa Bay Lightning and Nikita Kucherov last season), as well as the recent doubts about the intentions around LTIR of the Vegas Golden Knights. Bettman said the system has worked well for 17 years and, after discussing it with the NHL Players' Association, "it's not a front-burner issue that's going to be addressed anytime soon."

That's true. From the reports going into the GM meetings, it sounded like they were really going to do something about it. Now not so much. Apparently Bettman is good with his favourite teams cheating. Don't know why he allowed Ari to be punished for their offense.

One GM laughed last summer that none of this would be an issue if Nikita Kucherov hadn’t openly bragged about it in the aftermath of Tampa winning the Cup in 2021, and still has the same opinion. Lesson: If you don’t sell “$18M over the cap” T-shirts when you win it all, this all goes away.
One GM suggested privately that players such as Ryan Kesler, Bryan Little and Shea Weber should not be available for trade. If he gets injured for you, you can use for LTIR, but no one else. However, there are others who completely disagree.

If they got rid of being able to trade players on LTIR how would Arizona ever get to the cap floor?
If Vegas doesn't make the playoffs and is suddenly in cap hell, Bettman will make changes asap...I like the suggestion of continuing to allow teams' rosters to be over the cap by as much as they like during PO, but the 20 men they dress for a game must be within the cap. It is a compromise solution that would discourage the most flagrant abuses that we have seen these last couple of years.
I can understand a reluctance to re-open the CBA at this time to make the change. The NHLPA would likely try to get some concession in return for accepting the change. It is something for the next time the CBA is open for negotiation though.
The issue was not raised by Kucherov bragging about it. It was suspected long before the season ended - lo and behold, he was activated just in time for the first game, exactly as expected.
