I honestly didn't think the trade was too bad. Big risk, but hey.

You either pay up with Domi, however, because you know he's open to a "prove it" contract, or you get him cheap because you know he's asking the moon in money. You absolutely can't do both.

That's horrific.

The CBA doesn’t define a penalty. Options available include forfeiture of games as well as fines or loss of draft picks.

Forfeiting games would be the most likely imo. To make matters worse, the team is still responsible for paying their players even if a game is forfeited.

Well there are (reportedly) multiple teams wondering...
I heard Dubas get asked today if the Leafs could take advantage of teams wanting to shed salary. He stated that MLSE's businesses had been hit hard and that would not be an avenue available to them. This virus has hit a lot of places. An Owner willing to take even more short term pain might really be able to get a large long term gain but that's a risky financial move.

Even if the Leafs were willing to burn dollars right now for a competitive advantage, they have a relatively small amount of cap space to find an impact player or two to fill a competitive roster. As weird as this “offseason” has been the Leafs aren’t in a position to flex their financial muscle unless it involves a Nylander trade (front-loaded contract).

It could also be LTIR players who are not fully insured, they could gain assets by buying those. It's not simply Nylander.

So far as I’m aware every current LTIR contract is insured at 80%.
Just an example, the moral of the story was that Dubas said the team is watching its money, I can't ever recall hearing that from the Leafs.

It’s an empty comment by Dubas. I wouldn’t read anything into it.
I don't see a comment about a business in the sports and entertainment field as empty. There are real financial issues facing this area.

It’s an empty comment by Dubas because even if MLSE wanted to spend every dollar they could on improving the Leafs their options and potential benefits are very limited.

I view the Dubas comment you quoted as placating the Leafs fanbase.
