No, the first 3 picks are all drawn, any of the 15 non playoff teams can end up with any of the first 3 picks. After that its reverse order of standings. So if we don't win any of the 1-3 picks, then we'd hope the Ottawa pick was one of them so we'd at least get #4. Worst case scenario (assuming the standings stay as is) neither us or the Ottawa pick are drawn and we'd fall to #5.

Ah, got it; thanks! That does seem kinda' bleak for our side picking in the top-four...:(

Here are the pick odds for reference:

So in thinking about it a little more, they would draw for the #1 pick first, then remove all the winning team's balls before drawing for the #2 and #3. So you are right in thinking that if we don't win the draw for #1 it would be best for the Ottawa pick to win, as that would improve our odds for #2 or #3 and guarantee we pick no later than #4. Granted, we won't know any of this because they'll likely reveal the picks in reverse order.

yup they reveal in reverse. In the 2017 draft show once New Jersey, Dallas and Philly were skipped you knew they got a top 3 pick and Colorado got 4th OA. That scenerio is worse case as would mean LA got 5th.
Made for good TV though as I also cheer for the Flyers and wanted to see where they ended up.

Has anyone outside the bottom 10 ever moved up into the top 5 or even 3? I still remember the Hawks sitting at a solid 5th and moved up to 1st to get Kane. We got Hickey.

Only the top 3 can be picked in the lottery, so they wouldn't be able to win the lottery to get 4th or 5th.

As far as being outside the top 10 moving into the top 3, it happened in 2017.

The top 3 teams set to pick were:
Colorado
Vancouver
Vegas (by virtue of being an expansion team)

ALL 3 teams dropped 3 spots when #1 was won by New Jersey (originally supposed to draft 5th overall); #2 was won by Philadelphia (originally supposed to draft 13th overall; #3 was won by Dallas (originally supposed to draft 8th overall).

So it went from:
Colorado
Vancouver
Vegas
Arizona
New Jersey
Buffalo

to:
New Jersey
Philadelphia
Dallas
Colorado
Vancouver
Vegas

In 2016, when the first three picks were determined by lottery, the top 3 teams supposed to pick were:
Toronto
Edmonton
Vancouver

Toronto won the lottery to keep the #1 pick (Auston Matthews). Winnipeg, set to pick 6th overall, went up to #2. Columbus, set to pick 4th overall, went up to #3. So it went from:

Toronto
Edmonton
Vancouver
Columbus
Calgary
Winnipeg
Arizona

To:
Toronto
Winnipeg
Columbus
Vancouver
Calgary
Arizona

So pretty much even if we get the second worst record it's gonna take a freakin miracle to get the first overall. Either way if we don't get the number one pick we just need to get the best player available.

Getting second overall would be quite a fine consolation prize.

Just got to hope they don’t drop out of the top 2 spots once those lottery balls drop.

Honestly, I think the current system is broken and stupid. The entire idea around the original draft was to give struggling teams the best prospects.

Now it’s a total crapshoot, and it’s f***ing Edmonton’s fault. That pathetic franchise hasn’t been able to turn it around with a hundred thousand 1st Overalls, so the league had to change the draft rules.

Imagine being so bad and pathetic you force the NHL to change their draft rules

Yes that's what I'm really hoping for if we don't get the #1 Pick. I think Kakko is gonna be really good and if we can get him to team up along with a fellow countryman like Kupari our prospect pool is looking brighter and brighter for the future.

My thoughts exactly!!! Hall(Traded), Nugent-Hopkins(MEH), Yakupov(bust), then of course they Land effin McJesus! Screw this freakin franchise!!!

It's not just Edmonton screwing up. It's also Buffalo clearly doing their best to suck in 2015 to get McDavid. Because yes, it makes sense to be as bad as you can if you're not going to truly contend for a championship. In every league that has a draft. The NFL doesn't have a lottery, but it also doesn't have guaranteed contracts, so free agency can change the fortunes of a team very easily. But MLB, the NBA, NHL, they don't want 25% of the league trying to lose, despite it being the smart thing to do for probably twice that many teams. People still have to pay for tickets.

The Oilers did contribute to it though, which is part of the way we get the top 3 picks all being individual lotteries.

There was an issue before Edmonton.

The lottery was first implemented in the early 90s when Ottawa intentionally tanked for Alexander Daigle.

After the lottery was implemented, there were situations - Pittsburgh was guaranteed Ovechkin or Malkin in 2004 when they were the worst team.

The lottery pisses off fans of bad teams when they aren't guaranteed a top player. However, it rewards the good organizations who draft and develop well, like Vancouver getting Elias Petterson after being bumped out of the top 2, and he will likely be the best player in the draft.

I would take the current system over a guaranteed top pick for poorly run organizations every time. If the Kings lose a top 2 pick, they better be scouting and developing well anyway.

It’s a long shot but, Sens beat Leafs...again. Now 3 points up on LA for worst.

Sens still have the Sabres and Rangers on their schedule.
