Here is some positive news for Laurel...

Bill that would fund renovations at Laurel, Pimlico clears Maryland legislature

The Maryland House on Sunday afternoon passed a bill that would provide $375 million in funds for the renovation of Laurel Park and Pimlico Race Course, in a vote that will likely result in the legislation being sent to the governor for his signature by the middle of the week, according to Maryland racing officials.

The House passed the bill 122-8, according to the officials. Eleven days ago, the Senate passed the bill 44-1. The two bills must still pass a procedural hurdle before being sent to Gov. Larry Hogan, but racing officials in the state were confident that the legislation will be enacted prior to the legislature recessing at the close of business on Wednesday due to the coronavirus outbreak.

The Maryland racing industry has pinned its hopes on the legislation as a way to provide for a long-term future for racing in the state and keep the second leg of the Triple Crown, the Preakness Stakes, at Pimlico Race Course in Baltimore. The plan was hashed out late last year by the racing industry and local and state government officials.

Under the plan, subsidies received by the racing industry from the state’s casinos will be used to underwrite $375 million in 30-year bonds issued by the state, at least initially. That money will be used to completely tear down and renovate both tracks, with large portions of Pimlico’s property being offered for redevelopment and Laurel turned into a year-round racing and training center. The Preakness would continue to be held at Pimlico during a brief meet at the track, with temporary structures being used for the vast majority of ticketed access.

The bill requires the owner of the two tracks, The Stronach Group, to deed the properties to the state or local authorities. The Stronach Group would lease the properties for racing operations and contribute portions of the casino subsidies it receives toward repayment of the bonds.

History: Inaugurated in 1894, this is the 107th edition (race not held continuously). Todd Pletcher has won this race a record four times. One of this era's all-time greats Gun Runner was victorious in 2016. The most recent Kentucky Derby winner to get a victory in this race was Grindstone in 1996.

The Louisiana Derby is an excellent race. Many of these riders will have mounts in the Kentucky Derby.

The Fair Grounds Oaks is a stepping stone to the Kentucky Oaks. Finite is 7 5-2-0 lifetime with five straight wins? Can she be defeated? That will be a tough task.

Note: Luis Saez has decided not to take mounts and anything he is scheduled to ride will have a jockey change.

Keeneland canceled its entire spring meet. Something incomprehensible just weeks ago.

This is/was Kentucky's schedule for 2020. The state has five tracks that operate T-bred racing.

Tampa Bay -- now without spectators -- and the two Stronach-owned California tracks (GG and SA) will operate racing as scheduled.

Indiana will shut for at least 14 days.

Dark race tracks in Kentucky will close except for pertinent personnel and that includes Churchill, Ellis and Kentucky Downs.

Oaklawn's casino will shut but live racing will operate.

With the effective closure of Vegas and casinos nationwide, horse racing will be the only betting left in the US-perhaps the world. Except for the big casino known as Wall Street.

If racing can continue without live audiences, it's the last and best marketing opportunity the game will ever have. I'm pessimistic about how long tracks will continue to operate. The amount and closeness of backside personnel at the track is probably the fly in the ointment.
 
Logged in, saw the red alert bell and knew MSE had some bad news about a track somewhere. Booooo.

Kentucky tracks are strong enough they probably decided they didn't need to run Keeneland without fans to survive. The governor is trying to take a fairly strong approach and something like that shows it's a serious situation if you're willing to shutter the horse business.
 
Luis Saez refused mounts and is not going to Louisiana (March 21) or Dubai (March 28) due to his concerns with the virus.

Elizabeth Dobles is flying with War Story tomorrow to United Arab Emirates for the $12 million Dubai World Cup which is less than two weeks away. She and the gang from Philly/south Jersey are looking for a rider since Saez's decision was announced.

Todd Pletcher opted not to ship to Dubai from what I understand.

Tyler Gaffalione will ride Sir Winston (Belmont Stakes winner) for Mark Casse in the Dubai World Cup.

New York did $17 million in handle the last three days which is about 8% off comparable days last year. Not disastrous I suppose. People utilize their online accounts.

Valid point. With five tracks to consider, Kentucky racing dates have been contentious between some of the facilities. Tracks have better relationships with some than others.

And the short but extremely popular Kentucky Downs meet is during the time of the revised Kentucky Derby. If none of that changes, that week will be enormous.

Who knows when the virus can be contained? Who knows if race dates penciled in in March will be erased by events down the road? With Keeneland canceling its spring meet Monday, certainties are growing scarce.

This much is known — Churchill Downs currently controls three sets of 2020 racing dates: April 25-June 27; Sept. 16-27 and Oct. 28-Nov. 29. Additional dates can be made available on an emergency basis by the Kentucky Horse Racing Commission, although those dates would likely conflict with those previously awarded to other tracks.

Considering Churchill Downs’ clout, that’s certainly not an insurmountable obstacle. Though the KHRC strives to provide exclusivity during the meets of its thoroughbred and standardbred tracks, there is nothing in state licensing regulations to prohibit overlapping dates. Meanwhile, those regulations contain a clear mandate to “maximize revenues to the state.”

Few events maximize revenues like the Kentucky Derby. Marc Guilfoil, executive director of the KHRC, was asked recently if the Derby was racing's proverbial 1,000-pound gorilla.
“It’s bigger than that,” he said.

The only relevant limitation in Chapter 230 of the Kentucky Revised Statutes is that a track granted overlapping dates within a 50-mile radius of another track is not permitted to have post times after 5:30 p.m. from July 1 through Sept. 15 unless agreed to in writing by the tracks affected.

Given Churchill Downs’ distance from other Kentucky tracks, that provision would not apply here. Given Ellis Park’s June 28-Sept. 6 race meet, Churchill Downs’ interest in encroaching on another track’s racing calendar appears to have been overwhelming.

KENTUCKY:
The Kentucky Derby has been moved to September 5. That is now confirmed. The Kentucky Oaks is Sept. 4.

Preakness and Belmont dates under review but expected to change.

MARYLAND: Expectations are the Preakness (Maryland) will follow the Kentucky Derby in the traditional pattern which means a revamped date to September 19. A specific date has yet to be confirmed but September is all but assured. Pimlico Race Course (Preakness/Maryland) does not conduct racing that time of the year.

NEW YORK: My guess is New York is waiting for Maryland to make the first move. The Belmont card will be loaded, one of the best racing dates of the year. But New York has yet to cancel any dates. Belmont is scheduled to open its autumn meet Sep. 12 after Saratoga's annual summer meet closes. Belmont's spring meet opens April 24 after Aqueduct shuts until the winter. There is also the sizable matter pertaining to TV (NBC).

ARKANSAS: The Arkansas Derby could be moved from April 11 to the original date of the Kentucky Derby on May 2. The Arkansas Derby is one of the most important preps for the Ky. Derby and awards 100 points to the victor (100-40-20-10 to the top four, respectively).

Oaklawn's annual meet is currently scheduled to end on May 2. The track has yet to cancel any race dates due to the ongoing coronavirus.

  • Mahoning Valley (OH), Fairmount (IL), Sam Houston (TX), and Will Rogers (OK) operated today.
Mahoning Valley (Ohio):
  • Jeffrey Radosevich, second in the trainer's standings in wins, entered three races and won each.
Will Rogers (Oklahoma):
  • Ty Kennedy-Robertino Diodoro teamed five times and won four races. The rider is 8 5-1-1 in the early days of the meet. The trainer, the second winningest trainer in North America this year (he ships to many tracks), is 7 5-1-1 this meet.
Sam Houston (Texas):
  • Steve Asmussen won the opener. He has 100 wins in 2020, the first trainer in North America to reach that mark this year.
  • Stewart Elliott, who has won Grade I races including the Kentucky Derby, rode the winner in the opener. He is 63 wins away from 5,000 in his life. He is 38%/73% this meet with 26 rides.

Steve Haskin (Bloodhorse) has a revamped Derby Dozen with an interesting focus on the new September date. A horse such as Maxfield who has been sidelined all of a sudden vaults on this analysts's list. Haskin does not seem to be enthralled by Bob Baffert's collection.

Authentic is my number one as of today with Sole Volante number 2. But of course this is ever-changing more so than normal.

Interesting that Laurel has published a full and deep card for Saturday. The track is currently closed. Perhaps they are anticipating a change in government policy or simply taking entries.
