Look no further than those bad calls against the Leafs in Game 6 and 7, lol.
Judging by the reactions in here, my guess is since 1967.

Maybe the last one was so bad it burned a hole into my brain, but I recall a 5-3 that was dreadfully executed.
Who knows, could have been a couple years ago, but it wasn't good.

It was mentioned on the broadcast last Tuesday that Toronto is the only team this season who has not yet got a 5 on 3 power play.

I honestly don't know. However, the main point was Toronto being the only team this season not to have a 5 on 3.

I'm not shocked to see Tampa Bay and Boston ranked in the top 10 for 5 on 3 opportunities.

Toronto had 11 of them last year (7 teams had more). Bruins had the most (15) while Ducks and Isles had the fewest (2 each).
The year before we led the league with 8 (Isles had none).
Over the last 2+ seasons we've had 19, tied for 11th most. Detroit and Boston have 27 each, Isles have 7.
Since the league started keeping track (2009-10 season), Toronto has the second-most.

We'll get one but the second penalty will be from a puck over the glass, not a ref's call of an infraction.

Wasn't there an obvious penalty the refs didn't call during Game 7 last year against Tampa in the 3rd period, which would have given the Leafs a 5 on 3, because they were already on the power play.
They're on the perimeter for a lot of the PP. You're just not likely to get hooked or grabbed out there. The extra penalty usually occurs around the net, a lot of times being an errant high stick.
