The rebuild is going fine, they're 2nd in xGF, 2nd in HDCF since the Brink line was put together.
The STs suck right now, but Drysdale is starting to look like a PP QB and they've played so well most of the last two years on the PK that I expect Shaw to fix it.

I worry more about "cycling" than anything else, worrying about losing, trading for veterans, winning for a year or two, regress, start rebuilding, worry about losing, trading for veterans, rinse and repeat.
The fourth line on a team that should have zero intention of making the playoffs due to rebuilding does not matter. At all. Use those spots to give kids a chanceI don't think Briere will feel any urgency to dump a player b/c they're not headed to free agency.
And if he doesn't like what he's offered, Laughton and Risto will have less contract overhang in June.
So it comes down to what he gets offered, I think he wants a 2nd and maybe a 2026 pick for Laughton, ideally a 1st for Risto, but a 2nd and a legitimate prospect will work. Some teams will like Risto having two years left, long enough to be more than a rental, short enough not to be an albatross if things don't work out.
Since Briere already has (3) 1sts and (3) 2nds, I'm sure he'd take 2026 and 2027 picks if that would sweeten the pot.
I don't see Seeler getting moved until summer of 2026 when his NTC expires and Drysdale is mentored for another season. After that, if Andrae, Zamula and Bonk are ready, time to move on.

It is Briere's job to turn that into an offer he likes, particularly if the package he wants is as realistic as the one you're outlining.
A good GM needs to have the killer instinct of maxing out value for his trade chips and the negotiation skills to coerce a sucker into paying/overpaying. I do not want to hear that he couldn't get an offer he didn't like; that means he is either asking for too much or he can't negotiate from a position of strength. Just for once I'd like to see a Flyers GM rip off another GM's face in a trade instead of hearing excuses about how difficult it is.
