I think you're correct. There was even a couple of times he was asked about returning by the media, and there never seemed to be interest on the Avs side.

I believe the NHL exempted them due to the unfortunate circumstances. They didn't willingly choose this path so to my knowledge they do not have to this season.

I thought I read somewhere that they were given an exemption to spend to the floor to start the season with expectations that they would eventually reach it at some point.
