It's like they saw that his foot wasn't on the plate on the catch and immediately grabbed the phone to get the challenge issued without watching the rest of the play.

He was very likely not touching on the catch of the ball, but then his back foot swiped across the plate on the throw. There's no way to know for sure that it made contact on the swipe but there's also no evidence that it didn't which is all that matters when the initial call was an out.
