Same reason Kuemper's rights weren't traded for a pick *yet*. They're not doing any more work during this draft than they have to. They'll make their moves for future draft picks.

They wouldn’t be traded for picks in this draft… teams tend to have their lists and get their guys today. Later they could be late round picks for next year

Not necessarily. The penalty applies to the team(s) that got the benefit. Ie, the years where the cap hit was lower than the actual salary.

I was talking to a good friend last night, while I think he finds a home, we wondered if this is similar to when Garth Snow I think it was went to UFA and thought he'd get paid a ton and ended up with no offers and had to sign for way less. I get where he's coming from but the Avs covered up for a ton of his issues throughout the year.
