He Doesn’t have to be in the top pair. When you pick a dman in the teens he typically isn’t going to be a top pair defenseman

Considering there is only 2 or 3 D men taken in the top 12 every year, there are quite a few 1st pair D-men in the NHL who were taken in the teens.
