In what way does a shootout have more of an impact on a single team than... this?

It's a team game. Play as a team till the end. Making a team game an uncontested battle between individuals does not determine which team is better.

If you don't think playing outdoors decides which team is better but think that shootouts do, I'd like to witness the mental gymnastics needed for that.

I'm sure they explained it at the same time they mentioned they weren't do it, but why aren't they flooding the ice between periods?

They're only doing a dry scrape because if they did a full flood, the ice would get bumpy as the snow freezes on the wet ice.
