Because they were already on the PP. The first PP is ended by the goal and the next penalty is enforced.

Guess it just doesn't happen all that often when the penalty is called and a goal is scored half a second later on the PP. Figured watching 100+ games a year it would be a more familiar situation, but thanks for clearing that up.
