Honestly the cops killing this guy would be doing tax payers a favor. He apparently might not even a be legal citizen. He was in jail in the first place for butchering a young women to death in front of her young children. He apparently killed the woman in the first place because she was going to report to the authorities that he committed a murder back in Brazil before coming here.
