College football has a strictly regimented set of rules, and processes and regulations for enforcing those rules. The refs have a guidebook on how to review calls, which calls can be overturned, and when. The refs still suck, but they have a process, and they don't deviate.
The NHL, best I can tell, makes shit up as it goes.
