Assuming Russia is rehabilitated in international sports by 2028 (not saying they should be or it's right, just that they probably will be) you run into the issue of maintaining an even number of teams without dipping into multinational teams like NA or EU.
There's the obvious big six - Canada, USA, Finland, Sweden, Russia, Czechia. But then after that there are 3 decent options to choose from - Germany, Switzerland, and Slovakia. Do you choose 2 of the 3 to compete, a la 2004 (which included Slovakia and Germany), or do you try and find a tenth dance partner?
Problem is that there's a pretty big dropoff in roster depth after those top 9. My assumption would be you add Latvia, but some might make a case for Denmark or even Norway. All 3 can be pretty comparable. Could even throw all 3 in there for a 12 country tourney.
Curious to see what they decide to do.
The World Cups of 2004 and 1996 had plenty of non NHL players.Without the IIHF there aren't going to be enough players for more than 4-6 teams anyway. Already now Finland is really thin on defense.

I think it's the obvious 8 with Russia on the outside looking in.
I've always felt there should be qualifiers for those wanting to attend but that seems like a pipedream.
If Russia is in and the field in expanded to 10.. It would make sense to have a fall 2027 tourney with teams ranked 10 through 13 based on results at previous worlds and the Olympics. Would be hosted by the 10th ranked team.
