Why is international hockey not popular?

International hockey already is popular, it's just that because the way the sport developed it has never been well organized globally, and as a result you are left with a mishmash of flawed tournaments, none of which are universally a big deal among countries where hockey has obtained some level of relevance. The "best vs best" Olympics came closest, but IMO even that had its issues.

Also... Yes, the idea what moving the WC to late June/early July would result in more NHLers showing up seems like a bad take.

That is why September would be ideal

I think the problem with this is I have a really hard time seeing NHL owners agreeing to let a couple hundred players (including their best ones) go off to play in the WC just as training camps would be opening.

And judging by the faceoff stats not a single stoppage in play either!!!

Even more players would refuse than now, and everyone except the NHL finalists would be badly out of shape.

All KHL players would refuse. Heck thy're turning down invites now as well because the tournament is a week later than usually. Their training camps begin in early July.
