Why doesn't the NHL allow teams to dress up to 23 players?

I wonder where the nhlpa would sit here, does not change thing at first, but maybe it change salary distribution (and they must love their ice-time as well) and it is the player that vote, if those with the most votes and influence, the 20 have more votes than the 3.

There is number for who the bench lenght would be an issue, international hockey ice is bigger, some coach sit the replacement goaltender elsewhere to gain room and could as simple has that.

In intl hockey, one obvious strategy is to have an extra defenceman, a 5 minutes or injury, it is nice to be able to roll 3 pair or at least have the option and I suspect a common decision. 1 or 2 extra (a 7d, 1 goon), easy to see, a third become a lot.

You can't cut 4 players out of the lineup. I hate to use the old" have you played at all"? A couple injuries a fight or a misconduct and now you have guys sucking wind and susceptible to injuries. You know.... the guys you want to watch.

As dumb as expanding the skaters to 23/24 is.... cutting it down to 16 so a guy can watch McJesus and Pigman and McKinnon play 32 min a night is a horrific idea.
At least allow a team to dress 7D and 12F.

Making the benches longer would require the removal of several premium seats, which cuts into revenue.

Not if they chose the additional rostered players from those people purchasing the premium seats.

"Sure, these were $600 apiece but there's a 20% chance that I'll be the fifth-line center for Vegas tonight."

5 x $600 games = $3000 for the chance to play one game
$750,000 league minimum/82 = $9146 payout for one game

no taxes in Vegas, no agent fees, 6% escrow = $6000 take home pay to play four shifts

easy money

You joke, but this is a league where literal Zamboni drivers get meaningful playing time. What’s stopping them from having fans as emergency backups occupying a 24th roster spot that will never really be used?

You don’t need 24, 23 allows for a third goalie, a 7th D and 13th forward

It makes the most sense for the purpose of not having to play down a forward or a dman in a game, especially the playoffs when somebody gets hurt and cannot return

When teams get caught in that situation where a prospect hasn’t arrived in town to fill that pressbox spot, they should absolutely pick a random fan to sign a one-day contract and sit next to the GM for a game.

Hell, do it as a Make A Wish type thing. Give them a press conference, a jersey and a locker room pass. All the good feels.

Because it would increase the payroll? Or would it?
2 way contract get NHL pay regardless if they are dress or not if they travel with the team (which, considering they will probably get into nhl lifestyle and do not get to play hockey is not a bad thing).

Maybe equipment personal... And regardless, it would not move the cap at the end of day, if it did.

Maybe it works better on a big ice surface or maybe it has not been tried enough in the NHL. In the World champs some coaches like Jalonen can exert every ounce of talent of every player by balancing ice times.
In a best on best event I think it is different because guys are playing for their country and the talent differential is reduced significantly due to the concentration of talent on a National team. In the NHL the talent differential now is significant, and adding another 150 players would just widen that gap. Even now there are 3rd/4th liners who could handle significantly more ice time if needed but they get the whatever is left after star players.

I don't know about anyone else but I'd love to see the NHL open its roster to an additional player. I just imagine teams dressing a role player for each game, like having a veteran PP specialist or having a PK specialist sitting on the bench.

I never understood why teams can't dress 22-23 players it wouldn't have an effect on the cap and teams who are below the cap would be rewarded as they could run more players and this would create situations where more guys would be in the league as you could afford to have PK and PP specialist.

Also seems ideal for a potential 84 game season as this probably reduces injuries as players would be able to rest more or just have lower ice times.

So is there any reason why this hasn't happened?
Because the rules don't allow for that. It's really that simple.
