Which of these players do you consider #1C quality?

If I manage a store, even if I'm not qualified, I'm still a manager.

The 32 teams so 32 centres belief is valid, but your manager scenario would suggest that the players who are the 1C on each team are the only 1Cs, not just the best 32Cs because you’re basing it purely on job title not qualifications.

There's probably about 28-ish 1C's in the league. Usually there are teams that just are badly built or rebuilding at the time who have players who are way over there heads when taking the responsibility of being a 1C

There are 32.
You can go down the list and see who is the first line centre on each team. Those are 1C's. #1 centre is a role. 1C = First Line Centre whether you feel a person is qualified or not.
