It's not a matter of legality. Plays can be both within the rules yet still predatory/dirty. It only requires intent beyond just stopping the runner.

Piles are legal and unobservable, but opposing players will grab fingers or the like to inflict injury or pain; this is based on Pat Mcafee talking about the one time he reached into a pile.
