The office can’t call in and create a foul but they can help if it is called.

They they didn't create a foul. They witnessed a foul. The Ref's job in that situation is to make sure things don't get out of control.

Can't call a foul after the fact even if it seen by the boys in NYC. The refs have to throw the flag.
