I think in Toronto there is no real pressure to win. Empty seats provides incentive.Sure they would like to win but repackaging the same team shows they aren't fully committed. Winning usually requires effort and the obvious implication is that management just isn't too concerned with winning because the goal is to make money, and as long as the seats are filled they're fine. So maybe if the seats were empty, they'd be more motivated to work on winning and again, nobody said that that's as easy as flipping a switch.
