Ray, a more adequate comparison to the one you were in would be if someone in a car, driving at like 30-40 km/h (I assume you ride at those speeds with your bike), saw your dog Joe 100-200 meters in front of the car, and noticed Joe was "frozen still" and did not do anything to not hit it.
