The speed limit is 35 mph

Ah right, obviously that guy was going over the limit to overtake but looked to be going very fast.

Even then, I think over here all four lane roads need to have something to divide regardless of the speed limit. Even if it's just a slightly raised kerbed island thing. All of the 30 or 40mph 4 lane roads around here do anyway. The only one I can think of that doesn't isn't really 4 lanes because it has a bus lane on both sides.

Though in more rural areas with steep hills it's common to have 3 lane roads where the side going up the hill has 2 lanes so people can pass slow heavy vehicles, which usually just has the double solid lines as a divider which you're not supposed to cross.

There's not nearly as much pomp and ceremony as there is from the US president. After an election it's usually just a speech in front of 10 Downing Street with all the press after returning from seeing the Queen.
