No, its a nickname Mr. Price gave to Florida governor Ron DeSantis, who is running for president and has been made fun of by "Mr. Forrester" for wearing shoes like Mr. Price described in order to make himself look taller. The "heffalump" is just some Miami Dolphins fan who lives in NYC who makes hilarious IG posts, especially when Ze Dolphins lose.

As for Hard Knocks, yes I can see it on You Tube, but we get the highlights of it on the local tv stations & I really don't have the time or desire to watch it for an hour.
