The NHL doesn't have a morality clause, heck the Bruins signed an abuser and bully before backtracking and rescinding (only because of public "outrage")

Given how the NHL has handled this thus far, of course they're going to make an awful decision that makes the league look bad.

That's just an unintended consequence if they have to negatively affect an unrelated expansion franchise, while never punishing the O6 franchise that enabled the abuse in the first place.
