I think Chevy did what he could do in both these cases of Chiarot and Tanev. Chevy thought Buff was coming back, and only had so much money to spend --so he made an offer to Chiarot, but it was a little short of what Montreal offered, and for less term. It's all he could do.
With Tanev -- what are you going to do ?? everyone on this board, thought Tanev was only worth $ 1.5 to 1.8 mil, and he got over $ 3mil from the Penns.
I think any smart GM, would have did exactly what Chevy did, and that's to be fiscally responsible, and limit his offer those guys.
If Chevy would have known the Buff situation in "advance" it's very likely Chiarot would still be with us, and maybe Tanev as well, although I don't think he would have went that much $$$ on Tanev.--like over $ 3mil ??
I liked both of these players a lot, and their inclusion into the team this season, may have made the difference on whether or not we make the playoffs.
The moral of the story for a GM --is sometimes, you can't keep everyone.
