Emmanuel Petit is French and was playing at Arsenal when France won the WC in 1998. I wasn't sure about Vieira but I just checked, he was there as well at the time.
 
Maybe it was the only non English player to start in the World Cup final (and win) that also played in the Premiere League. Cause Cesc didn't start that match. Torres was also on that team. Ozil is the only one to start as there were other Germans that played in England on that team.

Yup. Thought that one was easy.

Since 2000, the only European nations who have qualified for all major tournaments available to them are France, Spain, Germany and Portugal.
 
OK, here's my question :
There's a WC winner whose job was to take care of the pitches from age 18 to 22 (where he signed his first pro contract). He was paid by the town he was playing in to take care of pitches and was playing amateur football in the mean time. He was good enough to be proposed a pro contract at age 22, but that was across the country.
