It depends. The League has the power to deny sales for virtually any reason that is not illegal, since all the CBA stipulates is that the purchase and sale of franchises will be voted on by the BoG. They have the power to pick their own owners. The rulings in the Coyotes debacle only strengthened this.
If the Hurricanes are really getting 50 million in revenue sharing, I doubt they move. That number doesn't include the new Candian TV deal, which is monstrous compared to the last one.
It took the NHL's hatred of ASG + them playing the system ("Oh, we're selling the building + the Hawks to someone else, that's too bad, there's no one who will work with us to only own the Thrashers lol") to get Atlanta out to Winnipeg. That was without the massive revenue sharing and the new CBA. As long as there is one owner who is good enough, the NHL will fight to keep Carolina in Raleigh. And I can't see Karmanos hating hockey here so much that he will spend millions in court to get his way.
