Our cloud service provider did an upgrade and it broke a lot of the stuff we customized. So, no, we haven't exactly had the chance to add stuff.

It's interesting, everyone is complaining about the site being blue and on mobile (Firefox) it's black with blue highlights.

Maybe dark mode is working for mobile?

Your settings are correct, do you have a dark theme browser extension?

It should look like the default xenforo style so very white and grey and blue.

Clearing everything for the site fixed it, but then I was running into a security error when I tried to log back in. Had to go to a different sub-forum to get it to work.

This is how the whole site looked when the site was admin shut down until we disabled the HF Theme.
